Position Title: Financial Controller
Role Status: Full Time
Location: Maluafou, Samoa
Reports to: Country Manager
Business Unit: General Administration – Finance

Position Summary:

The Financial Controller is responsible for planning, directing and controlling the Company’s financials, and provide sound financial advice to Executive(s) and management staff. This includes preparing the budget; conducting financial analysis and preparing financial reports; developing and implementing an effective system of accounting and maintaining accurate financial records.

Key Accountabilities and Results Areas
 Financial Reporting, timely, accurate, complete and consistent
 Billing and Collections, prevent accounts to reach 120+ days
 Cash Flow forecast, 13 weeks rolling and monthly forecast
 Local and consolidated clean financial audits

Major Responsibilities

Participate in the provision of effective strategic financial planning
 Reporting directly to the Country Manager, oversee the operations of the Finance unit (General Accounting, Accounts Payable, Credit Management, Debt Recovery, Cash Management and Logistics) ensuring that sound internal controls are maintained and that the operations are efficient and effective
 Assist Company’s leadership in the annual budgeting and planning process; administer and review all financial plans and compare to actual results with a view to identify, explain, and correct variances as appropriate
 Consistently analyze financial data and present financial reports in an accurate and timely manner; clearly communicate monthly, quarterly, and annual financial statements; monitor progress and changes and keep senior leadership abreast of Company’s financial status
 Research, prepare and submit the annual budget
 Attend meetings and make presentations to the Management team
 Manage the workflows and workloads of the systems and staff, budgets and other resources of the Financial Operations section to deliver its objectives
 Develop performance standards and monitor and report on the objective performance of the systems and the Units of the Financial Operations Section

Provide leadership in order to ensure finances are managed according to legislation, policies and procedures, generally accepted accounting principles, and international financial reporting standards
 Manage accounting and financial systems and maintain full and accurate accounting records
 Coordinate all audit activity
 Develop and implement purchasing practices and monitor the purchasing system
 Respond to auditors’ comments concerning finances and operations and oversee required action to address deficiencies
 Maintain the Chart of Accounts and maintain commitment controls
 Implement and monitor payment authority practices
 Establish and maintain cash controls
 Monitor department spending and recommend corrective actions as necessary
 Reconcile general ledger accounts
 Monitor creditors and payroll processing
 Review bank and clearing account reconciliations
 Review intercompany reconciliations
 Monitor the recording and classification of Income, expenditure, WIP, Assets, Liabilities & Equity account transactions in the ledgers
 Assess and report on developments in procurement processes in line with the Procurement and Tendering Policy, Cost Centre expenditure processing and contract administration
 Oversee the maintenance of relevant databases, registers, accounting records and files
 Maintain relevant sections of the Bluesky Accounting Manual and other guidelines up-to-date

Provide leadership and direction to the Finance staff to ensure efficient use of human resources
 Evaluate the performance of, and provide training and development opportunities for staff.
 Provide leadership by delegating tasks, responding to staff inquiries and providing overall direction to section employees.
 Supervise and provide on-the-job training and development opportunities for staff of the Financial Operations Section
 Lead the development and presentation of training for departmental staff on financial operations systems and procedures

Develop strong working relationships with internal and external stakeholders
 Handle and resolve the more complex enquiries, complaints and problems and ensure high standards of client service are provided
 Liaise and work with the IT Department and computer software suppliers to report and resolve operational system problems
 Maintain good working relationships with other Bluesky departments, financial institutions and major clients of the Finance Department
Perform other related duties as required

Key Requirements and Competencies

Qualifications/ Experience:
 Requires a Bachelors Degree in Accounting and/or related field and membership of a recognised accounting body
 CPA preferred
 Proven experience in managing and operating computerised accounting systems and integrated computerised systems
 High level knowledge of Telecommunications Industry, administrative, budgetary and accounting procedures
 Advanced knowledge of databases, spreadsheets and word processing, and computerised accounting systems
 Five or more years of experience in financial management with increasing responsibilities for multi-faceted direction and planning
 Five or more years of management experience leading and supervising staff directly and indirectly including the ability to achieve results and performance through others

Knowledge/ Skills /Ability:
 Ability to manage, organise and coordinate multiple functions, workflows and staff to meet objectives and deadlines
 Highly developed financial accounting skills
 Advanced planning skills and sound administrative skills
 Strong computer skills; intermediate/advanced Microsoft Excel skills preferred
 Ability to initiate and implement systems and procedural developments (computerised and manual)
 Ability to interpret International Accounting Standards, legislation, Bluesky company policies and other government guidelines
 High level problem solving and decision making skills including the ability to recognise problems early and to take appropriate, immediate and persistent action to resolve them
 Sound analytical skills and good judgement
 Ability to develop, write and apply policies, procedures and instructions
 High level oral and written communication skills in both Samoan and English
 Good interpersonal skills including the ability to create and maintain good working relationships internally and externally
 Good representation and training skills
